Customs User Fee Changes Effective October 1, 2025

U.S. Customs and Border Protection (CBP) has announced upcoming adjustments to several customs user fees, set to take effect on October 1, 2025. These changes are being made in accordance with the Fixing America’s Surface Transportation Act (FAST Act) and are tied to inflation-based increases. The Merchandise Processing Fee (MPF) ad valorem rate will remain unchanged at 0.3464%. However, the MPF minimum and maximum for formal entries (class code 499) will increase. The minimum fee will rise from $32.71 to $33.58, and the maximum will increase from $634.62 to $651.50.

Several other fees will also be updated. The fee for Informal Entry/Release (class code 311a), when not prepared by CBP personnel, will increase to $2.69. The Express Consignment Carrier/Centralized Hub Facility fee will rise to $1.34 per individual air waybill. Each air waybill is treated as a separate entry at the lowest level and is not part of a master bill or consolidated shipment. For more details, see [82 FR 50523]

Arrival customs fees are also increasing. Commercial vessel (class code 488) and commercial aircraft (class code 495) arrival fees will now be $7.39. For commercial vessel passengers arriving from exempt areas (class code 484), the fee will be $2.59 per person. The Commercial Truck Arrival fee (class code 492) will increase to $7.35. This fee covers CBP processing only and does not include the USDA Animal and Plant Health Inspection Service (APHIS) surcharge of $13.45. For single-use vehicle imports processed through the Decal and Transponder Online Procurement System (DTOPS), the total single-crossing fee will now be $20.80.

Lastly, the Dutiable Mail Fee (class code 496) will increase to $7.39.
